There is a name for the way to specify the code, in this case - numeric character entity reference, more precisely - numeric hexadecimal character entity reference. And there is a symbol that is represented by this code. Here, this is a character from the Unicode range reserved for private use, that is, nothing is officially assigned to this code. This range exists for icon fonts, for example where any character can be placed.
