What is the name of the program for reading from the monitor in the dark so that the screen is dark and the font is white, as in some night-mode readers for smartphones? If there is no such program, please advise a chrome extension and a pdf reader.

KDE (and probably some other shells) has a desktop color inversion.
Applies naturally not only to PDF, but in general to everything.

For reading in chrome, the Clearly extension is great. Clears the page of garbage and leaves only the text. You can choose topics, font size
