What is the most adequate mobile Internet operator for the city at the moment?

Good afternoon! I plan to purchase a ZTE MF823 USB modem. The question arose, whose SIM card to insert there. In addition to Beeline, MTS, Megafon and Iota, I don’t know operators, and Google didn’t give anyone apart from them. Interested in unlimited Internet (download movies, play games, and so on) in Moscow and rarely MO. Of the indicated four, only Iota has anlim, but the reviews say that it is better not to get involved.
Accordingly, the following points are of interest:
1) Is there a difference between operators if the modem itself is good? When I was looking for a modem and reading reviews, they often wrote that if the modem is of high quality, then even far from the BS, any operator catches it.
2) If there is a difference, then which operator provides a stable and high-quality (in terms of speed) connection? Not necessarily one of the above.
3) If there is a mobile SIM card with unlimited internet (Beeline), can I get sanctions if I insert it into the modem? As far as I know, Specifically, Beeline checks traffic by IMEI, and, possibly, by visited addresses (you can’t play battles from your phone).
4) Is the modem I have chosen an acceptable solution for the city and rarely the region, or are there better solutions?

Beeline is a complete outsider in terms of network quality, speed and coverage. Their Internet is unreliable, not fast, not always available. Therefore, I highly do not recommend it.
MegaFon (and Iota) has a good network, but many towers are overloaded and the speed can be low.
1) There is also a very large one.
2) In principle, now Tele2, MTS and MegaFon are showing good results in 4G.
3) You can catch the blocking (the Internet will not work). You can get around editing IMEI on many models of modems / routers.
4) Not a bad cute modemchik. Unlock and rejoice.
