What is the minimum server configuration for a vpn server for 2-5 connections?

In the light of the latest laws and other site blocking, I thought about renting a vds / vps (not in the Russian Federation) server to create a vpn server. What is the minimum configuration? I found one of the cheap offers, they offer 1xXeon E5 512Mb 30Gb. Is this enough?
And one more sub-question. I haven’t personally encountered setting up vpn, so I don’t know if it’s possible to set up a connection so that the traffic of games, torrents, other software does not go through vpn, but through a browser, something else through a vpn channel?

I myself have been using VPS for many years with 128 MB on board - the flight is normal. In addition to OpenVPN, I have a mail server and a Jabber server running on the same server.
