What is the minimum allowable percentage of text uniqueness for rewriting?

The customer gave a technical text for rewriting. In the original text, some phrases are difficult to replace with something else (although I think it is possible). Anti-plagiarism showed 57.6% uniqueness for an article of 4000 characters. Is it enough for a page with text to be ranked by search engines?

More than 80-85% advise that search engines normally look at the article, and do not treat it as plagiarism. It also does not hurt to make unique pictures along with the text.
