What is the minimum 1C license for publishing on a web server?

Hello!
We want to put 1C on a web server in the office.
Tell me which version to buy? What is the minimum license? (Basic, PROF, etc.) Can the publishing feature be disabled due to a license?
Tasks for 1s are still the most basic (acts, invoices, statements, etc.), users 1-3, unloaded use
Thank you!

If there is more than one user, then the base one is missing, PROF is suitable. A server for 3 users is optional.

Look in the direction of 1C: Fresh, rent.

Basic versions do not support publishing databases on a web server + basic versions cannot work in multi-user mode, incl. you need a PROF version + additional licenses. Any of the standard products is suitable for issuing invoices, acts, sch-f, for example: 1C: Accounting, 1C: Management of our company (UNF) or 1C: Trade management (UT). The choice will depend on the goals and objectives. If the program is needed for accounting and tax accounting with reporting to regulatory authorities, then 1C: Accounting is better suited. If the program is needed for yourself - for your internal accounting, then you can look at the UNF or UT.
The cost of ownership will depend on the use case: buy local licenses and install on your servers/PCs or use in the cloud.
If you buy local licenses, then at a cost it is more profitable to immediately take the network kit " 1C: Accounting 8 Kit for 5 users " for 26,000 rubles. licenses for exactly 3 jobs will cost only 400 rubles. cheaper - it makes sense to pay a little extra and buy at once for 5 users (a separate license for each workspace costs 6300 rubles).
Another expense item is the paid ITS subscription. The cost of the program includes only the first three months of a free ITS subscription (which includes updates and access to electronic reporting services, auto-completion of counterparty details by TIN, etc.). Further updates will cost at least 14 thousand rubles per year + several thousand for each of the additional services if necessary.
The second option is to use 1C in the cloud. In this case, you do not need to buy licenses and install on your server, and the server itself is also not required, because. the database is located on the secure servers of the data center of the 1C company itself (the 1C: Fresh cloud belongs to the 1C company itself). The cost of access to cloud 1C in fresh is about 600 rubles. per month per user. So that the client can evaluate the availability, speed, stability and convenience of working in the cloud for the first month, access to the cloud version of 1C is provided free of charge. You can register here for free access.. You can work in cloud 1C with a regular web browser or install a "thin client 1C" (provided free of charge) + there is a mobile client for iOS / Android. Auto-completion of counterparty details by TIN in the cloud is already enabled by default for any of the tariffs.
In general, buy licenses and install on your server or work
in a ready-made cloud - see it and calculate for yourself. My IMHO - if the functionality of typical configurations suits you, then do not reinvent the wheel and work in the cloud. If a significant revision of the configurations is planned, then collective farm your own server and publish the database on it.
