There is an L3 switch Mikrotik CRS125-24G-1S. Configuration completed, all connected devices/networks are working normally. 66 vlans are configured, almost all of them have an ip address, but active traffic exchange is only between 2-3 vlans. External traffic goes through a separate router. There is also a vlan between the switch and the router.
The exchange rate between hosts in different vlans is very low, the maximum that I myself have seen is 15 mit/sec. At the same time, the speed of the channel in the Internet is full - 70 Mbps. Switch CPU utilization is always less than 100% and almost always less than 50%.
In both cases, vlan-vlan routing is performed. Why is the speed different? What can be done to increase the speed of routing between vlans?

what numbers does btest show? Cross VLAN \ Inter VLAN?
Did you make VLAN settings through the switch menu or through interfaces and bridges? If the latter - come to the bright side of hardware switching. If the first - you need btest.

In some of the latest firmware, a new FastTrack technology was added, which, perhaps, can add speed to the switch. You need to install a new firmware and add an activating rule to the firewall.
