What is the maximum power of a walkie-talkie without a license?

I’m choosing walkie-talkies for the summer for communication over a distance of about 5-6 km in the forest on rough terrain and for the road (communication between several cars at the same distance).
Since I don’t want to break the law at all, I’m trying to figure out which walkie-talkies can be bought and which not.
By the ranges, I realized that it is allowed to use without a license: LPD / PMR / CB .
But in terms of power it is not entirely clear, somewhere it is written up to 10 W, somewhere up to 0.5 W, what power can be used? I’m not sure that 0.5 W is enough for communication for 5 km in the forest, but I don’t know if it’s possible to take more power.
We are talking about portable radios that can be carried in the hand, and not about stationary radios in a car, for example. Stationary ones are certainly good, but I would like a universal solution that can be used in the forest and in the car.
PS Here is an example of a walkie-talkie: JOKER TK-450S , there are allowed frequencies among the list, more than an acceptable price, it seems to cover long distances. But whether it can be used without a license is not clear.
PPS If there are good other options that can be used without a license (budget up to 3 thousand per radio).

For that kind of money, it's easier to take the Baofeng UV-5R . In terms of power - PMR 0.3 W, LPD 0.5 W. In general, everyone uses them without a license, the main thing is not to occupy prohibited frequencies (for example, the traffic police) without urgent need. At most, they'll confiscate the radio if you're a thorn in one spot. And so all do not care what kind of power you have.
