Pure DOS :)
And if with GUI - kolibriOS
If linux - busybox
If something adequate - any Linux distro based on xfce / lxde etc. It seems like even KDE is now considered quite undemanding.

depending on the tasks and opportunities and the desire to poke around.
The most compact that I got (goals - the work of a modern browser and watching videos) - based on linux gentoo and DE - awesome, 50MB of ram with gui and it seems even less than a gigabyte on disk. But poking around, especially for updates, will have to be done quite a bit (in fact, it’s not difficult, everything is set up there properly, I didn’t even pick the kernel, it’s just that gentoo is not a simple OS by definition).
A very compact system can be assembled using debootstrap (based on debian, for example ubuntu), basically, the lion's share of RAM can be saved by careful selection of software and DE, business for ten minutes, 100-200 MB of ram after installation (for example, DE openbox / xfce or even regular twm)
Also, ready-made assemblies of the minimal OS come with docker, read tens of megabytes on disk, but will only work within its containers

Today, the smallest flash drive that you can meet is 4 gigabytes.
What will work, be useful and not infuriate every day, weighs at least a gig. Why look for a small hemorrhoids, expansively growing to a large one, with these Linuxes, and not install yourself a full-fledged wasp and not know grief?
You can eat them on the net))) Yes, and the time setting is not much different.
I know that there is something else less than a quark, but only a calculator program is less than a puppy)))
