What is the labor cost of converting a standard template into an adaptive one on OPENCART?

How much time does it take to convert a standard template into an adaptive one on opencart, and what is an acceptable price for such work?

As far as I know, standard templates in cms like WP, OC, PS are either adaptive or rubber-based from birth.
If you are "lucky", then altering the template on OC will take exactly the same amount as without OC + 15-20 minutes.
