Well, actually everything is logical. We divide the bet by the probability of winning. And of course we round down:
1 / 0.01 = 100
1 / 0.95 = 1.0526 ~= 1.05
If we assume that they have fair chances, then the casino's income is ensured by this rounding down. In the second case, the expectation of winning is 1.05 * 0.95 = 0.9975 rubles for each ruble bet.
Classic roulette works exactly the same way. Only there the zero sector is added, on which you always lose. It also provides income to the casino.
