What is the foreign registrar of Cyrillic domains in the .rf zone?

In connection with the latest laws, I am looking for a reliable foreign domain name registrar (and a quality hoster, i.e. 2 in 1 is optional). It was in the ideas of creating an Internet business, the income is quite small is predicted. Individual entrepreneurs, of course, cannot be opened; registration in the registry, I think, will attract undue attention.

Therefore, I consider the registration of the .rf domain (I consider everything in Cyrillic to be a great convenience for people) with a foreign registrar to be the way out, but is there one? My googling skills did not allow me to find what I needed from foreign registrars, maybe I'm not aware of the rules for registering the ru-zone?

Try the countries of the former CIS, Ukraine, for example. It's just not enough for you.
All the same, Russia will be able to easily block and divide domers in Russian zones, because the main nameservers of the zones are located in Russia. But for example, criminal or administrative prosecution can be avoided, the main thing when registering is to indicate the data of a Ukrainian citizen, he can be held accountable in the Russian Federation only if he arrives in the Russian Federation :)
If you want to remove the risks of Russian business, you will have to choose a non-Russian zone. Look towards .net, .org, .com

It makes no sense to register abroad, all the same, if they want a domain, they will either block it or take it away, since all ru and rf domains are issued by the center in Russia.
