What is the fee charged in a smart contract?

Please help me understand the issue.

Suppose a user transfers some amount of money into a smart contract. This transaction is launched inside the smart contract with some changes:

1) This wallet number will be followed by the amount of money that was transferred from it.
2) The balance of another user in the smart contract will increase or decrease.
3) A certain counter will increase, as a new user has appeared in the contract.

Which of these transactions require a commission?

And another question, if a commission is charged for all this, is it possible to somehow avoid it (Come up with some other logic, etc.)
