This is the definition of a service that one operator provides to another. The first of them has access to the international segment of the Internet from their uplinks, the second wants to get this access. We can assume that this is Internet access for Tier-2/3 operators from Tier-1/2. Actually, it is called that, because the upstream provider sells the transit of IP traffic to the Internet.
