What is the easiest way to make multilingual on the landing page?

There is a ready-made landing in Russian, you need to make it in Ukrainian and English.
It is without cms, but in the future it will be on textolite.
What is the best way to make multilingual?
Just different html files or do it through js?

Multilingualism is a good thing, but an additional condition is needed: For search engines, should this matter or not?
If yes, then js (apart from server rendering on nodejs) is not suitable.
If indexing a site with other languages does not matter, then of course, depending on the complexity, you can write the necessary functionality in js from scratch without loading the site with unnecessary libraries.
If the text on the site does not consist of a large number of phraseological units and abstruse phrases, then you can connect a widget from Google, in any case, you should check how it translates, and maybe it will suit you.
But looking from my own bell tower, with little experience in creating multilingual sites, as well as sites with regional subdivisions, I recommend placing translated versions on subdomains. Especially if you post a different address, contacts, phone numbers, etc. on a site with a different language. At the same time, do not indicate in the meta tags that the site is a translated version. Then Google will, in principle, be indifferent, but Yandex, for example, will calculate the transfer to a subdomain for each individual site, and with not very strong competition, it will issue them on one page, or issue the desired version to users, depending on geolocation.
In general, the verdict is this: before making any decision, you need to understand exactly what you want to achieve with it.
