The price for A2P (application-to-person) SMS messages in Russia is now about 2 rubles per segment (67 Unicode UCS2 characters) depending on the operator. Therefore, there are no free SMS notifications now.
I recommend installing an email client on your phone, which will inform you about new letters for free through PUSH notifications.
