What is the difference in directions?

Information systems and technologies or Informatics and computer engineering
I can not decide on a choice.
On the first, 120 budget places, on the second - 20.
What is the difference between these areas?
I have experience with Delpi, and quite a lot (>8 years).
Where should I go if I want to write programs.
And yet, who can explain in detail what graduates of the Information Security specialty do.
I am not a citizen of the Russian Federation, I can enter this specialty, but I cannot enter:
Information security of telecommunication systems
Information security of automated systems
Information and analytical security systems.
Is it worth trying to enter the Inf. security ?

If you do not look at the little things, then there will be no difference. On InfBez you will not be taught how to hack Facebook or banks. On InSystems you will not be taught to write databases for 1kkk users. So go wherever you want.
You will have 3 ways (90% of all "ordinary" students fall into them):
1) Start freelancing from 2-3 courses and appear in pairs only for a session
2) Start learning Java at night and go after 3-4 courses as a junior in the office
3) Try to break into science and after a bachelor's / master's degree already look somewhere.
You will understand this after the 1st course of study. When ~ 1/3 of the program will pass, but it will feel like you have been hit on the ears. Or didn't travel.
