What is the difference between the images loaded into the scene: reference and background?

What is the difference between the images loaded into the scene: reference and background?
In appearance, they differ only in that the background image has animation keys, while the reference image does not. So the background image can be animated but the reference image can't? Is that all the difference? Or how?
