The terms of reference is what the customer writes when he wants to receive the product.
A technical specification is what a manufacturer writes, describing the technical properties of their product (dimensions, various parameters, materials, functions, etc).

Finding fault with the words of the Russian language, I can put forward the opinion that the task is some requirements for execution. The specification is almost the same, but without performance requirements. Thus, it can be assumed that the task may contain the specification of the execution object, but the specification does not contain tasks.
In Russia, the state of affairs regarding the accuracy of definitions is not very good, therefore, in reality, the same customer and even the performer may consider different things to be the same, so it is better to clarify the issue of understanding the topic of conversation with the interlocutor.
