What is the difference between Scrum and regular Project management tools?

I read and did not understand, in theory, the usual functionality of most project management systems, tasks are created, priority ones are allocated, meetings are held, deadlines are set.

After reading the title, the desire to answer disappears - but oh well.
in theory, the usual functionality of most project management systems, tasks are created, priority ones are allocated, meetings are held, deadlines are set.
Probably in all systems there are tasks, the allocation of primary (well, almost all), meetings and deadlines.
But this does not mean that all methodologies are the same. Of course, there is a difference between them.
True, I don’t understand how to answer the question what is the difference between Scrum and all other methodologies (which ones?!).
Scrum is the most popular, studied and probably the most versatile methodology within the once revolutionary agile approach. There are separate components of Scrum in other methodologies: for example, the selection of a product owner and a Scrum Master is in XP (only there it is Customer and XP Coach), iteration is in RUP, etc. In general, there is little in common with non-agile methodologies - basically just what you described - but it is everywhere. There are more in common with the agile ones - but there are also some peculiarities everywhere.
