What is the difference between pubDate and lastBuildDate in RSS?

Can someone explain what is the difference between pubDate and lastBuildDate inside the channel tag, and where should I write the date?

In the rss that I just watched, pubDate is the date the news was published, and lastBuildDate is the date the rss feed was formed.
