What is the difference between OVH and ONLINE.NET server network settings?

I have servers for both. I ran into a situation that was incomprehensible to me when setting up KVM virtualization.
On ONLINE.NET, the server firewall has an entry like this

:FORWARD DROP [0:0]
:OUTPUT ACCEPT [0:0]

And virtual machines work as they should.
But the same config on the OVH server causes a lot of problems.
There must be
:FORWARD ACCEPT

Why is this happening?
