Do the store employees have the right to do this? What are the differences (advantages) of Linux from non-activated Windows 10? Which of the systems will get the program Consultant plus?

It won't work on Linux. You need Windows. Why did the employees put in non-activated Windows - a question for them, but in general I met "new" laptops with traces of use on sale in dubious stores.
Either break Windows, or buy a boxed (retail) license, or change the laptop to a similar one, with a preinstalled system.
