How to set boot priority in Linux?

I wanted to make an interface that will be based on Linux.
Can anyone tell me what Linux is needed for this?

What you need is called kiosk mode. I know of only one specialized distribution kit for this task - https://porteus-kiosk.org/
In general, more or less any distribution kit can be adapted for this task.
