What is the difference between "computer configuration" and "user configuration" items in local security policies?

I can't understand what is the difference between these two points!

Roughly speaking: "computer configuration" changes the HKLM branch in the registry, "user configuration" - HKCU.

Computer Configuration applies to all users, including system users.
User configuration - for a specific user.
Some options are only available for one area.

I will repeat the same thing, but in a different way (suddenly it is clearer).
There are two (and a half) ways:
1. Apply the settings to the computer, regardless of what user it is
2. Apply the settings to any computer, depending on the logged in user
2.5. You can make combinations like "only on this computer only with this user" or "on all computers, except for this only with these users"
