What is the difference between cli packages and regular ones?

Question from a newbie. What is the difference, for example, between a set of Babel packages and install babel-cli?
Is CLI a package that has all these subpackages at once, or is it something about the command line?
Google is silent on this matter.

CLI implies the presence of a command line interface through which you can give a command to compile a file.
