A web developer can be called a backender, a full stack, or a front.
A frontender is a frontender.

Every company can mean anything by a web developer, but the set of "front-end developer" is included in the set of "web developer". This usually adds a backend, work with the database. Something like an under-full stack, and sometimes a full-fledged full stack

A front-end developer is a subspecies of a web developer.

The front is what the client sees, the back is what makes the front work. Differences in the actual languages. The complexity is comparable, despite some major jokes. On the back, you need to know a little more, like at least a database and a whole bunch of technologies. However, at the front you need to know no less
