What is the difference between a post format and a post / post type in an applied sense?

Suppose there is a website, there are different types of posts (and some of them stand out in separate headings) - news and announcements, articles, photos, videos, even polls ... This, as I understand it, is implemented by adding new types of posts. And why then do we need formats that can be selected in each type of record? When is the best time to use it?

Depends on your tasks.
Example, news and products are better divided into different types of posts, since they usually belong to different taxonomies, so it is much more convenient to work with them this way.
And for example, you maintain a blog, and for the convenience of designing records of various types of output belonging to the same taxonomy, it is more convenient to use formats. You can also enter your own formats.
To summarize, post types are needed to separate posts across taxonomies, formats are needed to split posts from the same taxonomy.
