What is the current relevance of CSS filters?

In one of my projects, I needed to use effects on images. I have known about CSS filters for images for a long time, but I never thought about how relevant it is to use them in terms of working in browsers. And at the moment I have not found anything that could answer my question: is it possible to use them at all?
The same htmlbook is silent and says that this thing is supported purely in IE9+ 0o.
