And for this price, you can wash the floors for him, and cut out the pictures, and paste the goods. If he doesn't agree, you will find a new client who will pay you X dollars an hour for programming (you are interested: get portfolio material, money, and experience that will help you earn even more). If he does not agree, then let him look for a person who will do it cheaper, and then check the quality of the work himself, or pay you to find one, and then check his work for X dollars per hour (or%).

If you really need this work so much - look through the eyes of the customer: where and for what he can order a similar service. For example, look at freelance exchanges for "filling an online store."
It seems to me that if your customer relies on manual filling and nothing is automated for him, then this is a small company and they have no money. A large one would simply download from 1C, where they keep primary records.
