What is the correct way to set up FTP Port Forwarding for MultiWAN in pfSense?

Hello. Such a situation:
System 2.1.4-RELEASE (i386)
There are 2 WANs:
1. Static IP 89.236.0.1
Gateway 89.236.0.254
2. PPPoE 213.230.0.1
Gateway 10.3.0.1
Configured FTP and RDP forwarding to 192.168.1.254 on both WANs . For both RDP works great. And FTP for 1st works without problems. And for the 2nd authorization pass, and then reading files and all. Where to dig? Do I understand correctly that this is a problem with the main gateway?
Now stands Gateway 89.236.0.254 default.
