What is the correct way to implement the acceptance of user balance payments on the site?

There is a site that implements a custom virtual balance, where 1 credit = 1$. The user, through the payment service, transfers real money into intra-site "credits" with the possibility of further purchase of some virtual services on this site for these "credits", and when a certain threshold is reached (let's say 100 credits), he can request a withdrawal of money from site to your map. The site keeps users' money intact, but charges a commission for operations within the site, this is the site's income.
At the moment, this whole scheme has been made without reference to a real payment service and is working in test mode. The site is designed for foreign users, i.е. payment must be in foreign currency.
I can't figure out the right solution. It is already clear that to pay even with non-residents, you still have to use the online cash desk, because I have an IP on USN-6. As a solution, I'm currently looking at Paypal with his business account.
The first question is whether it is correct to use a stick with this scheme or is there a simpler and cheaper solution? Does the stick have any integration with online cash registers?
The second question is what to do with taxes in this scheme? If I charge users only a commission from transactions and the bulk of their money is not spent, do I have to pay tax on the entire amount that comes to the current account or only for my commission?
Will it be enough to place a public offer on the balance replenishment page (by the way, where can I see an example of the correct offer in my case?) and generate an invoice for payment for the service (balance replenishment) or is this not enough for currency control?

You have now invented WebMoney. If everything is as you described, then this is a full-fledged payment system and you need a license from the Central Bank with all the ensuing delights in the form of 115-FZ and financial monitoring.
The stick will knock you off almost immediately.
You completely missed the jurisdiction of your project.
