What is the correct way to create/restore a DB in SQL Server 2008?

Good day! The problem is this: you need to restore the database in SQL SERVER 2008. There is a
.bak file. I read that it is possible to do this by creating a new database and restore from there, but NO - when creating the database, there is no Databases folder, from where you enter the submenu " Restoring from backup".
I am waiting for your help, please do not throw slippers at a beginner

What version of MS SQL do you have? Isn't it Express?
If Express, then it does not support the backup / restore commands, and therefore it will not work to restore the database on it.
