MSSQL Failover Cluster - one of the ip addresses is not translated online?

We have two nodes in the domain, one SQL01 in the 192.168.200.x subnet, the second SQL02 in 192.168.201.x.
A failover SQLCLUSTER cluster has been created in which both nodes are included, the resources of the cluster core are two addresses 192.168.200.50 and 192.168.201.50, respectively, both nodes can be the owners of the addresses. However, only one of the addresses is online at one time, the second one, when trying to transfer it to online mode, gives an error:
0x80071397 The Operation failed because either the specified cluster node is not the owner of the resource, or the node is not a possible owner of the resource.

Errors are constantly pouring in:

Cluster resource 'Cluster IP address 192.168.201.50' with type 'IP Address' in clustered role 'Cluster Group' failed.
Depending on the resource failure policy and role, the cluster service might try to bring the resource online on that node, or move the group to a different cluster node and then restart it. Check resource and group status using Failover Cluster Manager or the Get-ClusterResource cmdlet in Windows PowerShell

As a result, the cluster is in an unclear status for me. How to bring the cluster back to normal and stop the flow of errors? Do I understand correctly that all addresses must be online?
