What is the code (hashtag) at the end of the site for?

Recently noticed a code (or hashtag) in the address bar at the end of many sites.
For example: https://site.ru/blablabla/#.V49UWuLLfK4
And every time the page is updated, it changes, and the link works without it.
This is especially true of Medium. What is it for and how to do it?
Those aren't anchors, that's for sure.

Well, it's just an out-of-order way of passing parameters, consider a GET request like this.
Why is it used in your case ... I can assume that this is tracking the user's movement around the site.

Usually used as an anchor for some dynamic section such as a comment or photo in an updated gallery
