What is the cloud without paying for the power-off state of a virtual machine?

I think to abandon the home PC and move on to cloud virtualization.
We need large resources from 4CPU / 16Gb, but in short periods (evening, day off).
I wanted to try with DO, but the board is saved both with the machine turned off and with backup storage.
I thought to cheat and make the necessary snapshot of the laboratory on a $ 5 machine and, if necessary, quickly deploy it and increase resources, but I run into the issue of saving working configs.
Are there alternatives?
