What is the bug in Photoshop CC 2017?

Today I encountered such a bug in PS CC 2017.
A couple of launches ago there was a warning that there was a problem with the graphics ... but I had to urgently take a picture, so I just skipped it.

I don't see such a bug on my imac. Try switching to full screen mode if reinstalling photoshop doesn't help.
