What is the best way to transfer a site to a new engine and domain?

There is a site on free hosting and a domain (not from the same hosting, but of the third level), with good positions.
There is a great desire to transfer the site to a normal paid hosting on WP, and a new domain.
What is the best way to do this?
Transfer first to a hosting with all 301 redirects, wait until the site is completely updated for search engines, and then try to change the domain? Am I correct, or is there a better way?

I usually transfer separately ftp, a separate database, after which I change the addresses in the database - profit. Execution time 15 min, difficulty level 0.
