What is the best way to start designing an information system?

Good afternoon. Please advise software for designing an information system. Ideally, you need a program in which you can sketch out what entities will be in the system, what actions will be performed with these entities, and what data these entities will have.
I would also like to hear advice on which program is better to use for visual database design. I am currently using MySQL Workbench.
I work on macos.
