The first option is convenient in that the selected locale can be removed in the cookie / in the session / somewhere else, and then transparently used. And if you use this link only to switch between languages, it’s generally convenient, plus you can use the already configured language priorities in the browser.
The second option is handy for search engine spiders and proxy servers. But it is uncomfortable for users to follow these links, they will get to a specific fixed language, which does not depend on the priority of languages in browser settings.
