What is the best way to solve problems with when the content of the page ends, and the menu on the left is not there yet?

In such a situation, they usually think about grouping the menu, or hide part of the menu in "N more items"

The menu is not smaller than the content block, if the menu is larger, a vertical scroll appears in the menu block.
