2. You use this money to buy clothes or shoes on sale at your address and the addresses of your relatives.
3. Waiting for parcels.

Well, or transfer it through the ethnic mafia, they have channels with a lower percentage than in a bank, hehe. But both you and the foreigner must be of the corresponding ethnic group. Otherwise they'll throw it.

And "without a card" is a prerequisite? It seems that with PayPal it is displayed without problems on Payoneer, which can be obtained quite easily. Read their blog, there is a lot of information: habrahabr.ru/company/payoneer/

1. Isn't just a SWIFT transfer suitable? Sent to any bank details (card or current account).
2. The famous systems of urgent transfers (Webmoney, Moneygram) do not have horse commissions when sending “from there”. And there are many cheaper analogues (Anelik, Contact, Migom, PrivatMoney, Coinstar, etc.).
3. Look at QIWI, LiqPay, Skrill (Moneybookers) systems.
