Site on WordPress , prices for services also vary depending on the city.
The site is quite large, I know the option with MultiSite, but constantly editing the site is not an option, and then cities will be added, and in general there will be a mess and a big load on hosting ...

Good afternoon. If you are worried about the load on the hosting, then in general Wordpress, even with caching, may not be the best solution. Especially when promoting to ALL regions of the Russian Federation. Nevertheless, if we take what we have today - for three regions, you may well have an adequate solution with dynamic content + multisite + yoast. Yes, it will require editing, but alas. Sites are always difficult to promote :) Especially large ones. There is, in my opinion, a more "clumsy" solution using the plugin - XYZ PHP code to generate rules - see the screenshot by creating subdomains and fiddling a bit with the code. Dynamically you will have a group of sites on a subdomain with different city masks. BUT in my case - it was frankly search spam and duplicates. Therefore I DO NOT RECOMMEND! Although easier - YES!

Why invent something, look at how it is done at large sites operating throughout the Russian Federation, do the same.
If you make a page for a service in Moscow, and make another page for Kaliningrad, this page will have a slightly different description: services, prices, contacts, etc. That it already IMHO will not be search spam!
It is still better to implement IMHO through a directory, ala site.ru/spb/ You can
implement it through js, but what will you achieve, do you think a bot from different regions will visit your site? And if not, how do you think the PS will know about it?
