There are two types of coolers, axial and centrifugal.
Axial - supply from the end and ejection from the other.
Centrifugal - supply from the end and ejection to the periphery.
The first is clear, the centrifugal cooler takes it through the grill and throws it onto the radiator. And the second what? If the thickness of the device is a couple of centimeters, it does not look like an axial cooler. In addition, a fair part of the radiator is actually not working.

If the cooler has such a structure , then definitely option number 1, just invert the circuit - let the cooler work for blowing, then the coldest air will enter the hottest part of the radiator.

Both options IMHO overestimate the thermal conductivity of the radiator, most of which will simply occupy the volume without participating in heat transfer (the heat generator in the original schemes is strongly displaced relative to the geom. center of the radiator).
If in the forehead, then, as respected fellow crusaders rightly noted above, the first scheme will allow you to use a lot of coolers a la a video card, while the second scheme means a very small axial fan and, therefore, very high speeds (server fans usually perform on condo and voiced ball bearings). If the airfield effect is not taken into account, then the second option is also possible.
But I would start with some tube cooler from a laptop, the conditional heat dissipation of which (in Watts) can be found from the characteristics of the processor installed in this laptop model. This is so as not to get into a trouble immediately, but only after a while.
For example: we go to laptop repairmen and take away from them for "thank you" all the coolers that have worked out their resource, directly from the bucket. To whom is garbage, and to whom is a source of inspiration. Having twisted this way and that, we choose the most suitable option, process it with a file, print something on a 3D printer, you can add aluminum or galvanized mounting tape. From experience I can say that when collective farming compact products in cramped cases, a couple of millimeters are constantly missing, regardless of the product, it is always a couple of millimeters. Therefore, a dimensional test in the form of a control assembly is mandatory. Then we buy exactly the same new cooler (according to the product code) and repeat all the steps, but taking into account the same couple of millimeters. Invention is sometimes as addictive as drugs...
