What is the best way to pay for advertising on Instagram or Facebook?

Hello! I want to pay for a promotion in the Instagram interface - promote a post. I enter a virtual Visa card from QIWI, it gives an error - this type of card is not supported. I go to QIWI, and there it shows that the payment did not go through on Facebook - "An error has occurred." By the way - it's good that it happened (see question 3)
Questions:
1. What is the best way to pay for a promotion on Instagram and Facebook advertising in general? I don’t have a Paypal account - somehow I don’t like to enter passport and other personal data into different services.
2. As far as I understand, SMS confirmation of payments on Instagram and Facebook does NOT come? Do they automatically write off the money or what? I read that money was automatically withdrawn from some of the cards - advertising was on, the budget was running out, and Face automatically replenished the account from the card. That is, it’s not like in Yandex.Direct - where you just credit the budget and it is spent until it runs out, and then you do the same?
3. So far I have entered trial 60 rubles, and in QIWI I saw an account for 60 + 30 rubles. 50% commission ??? This is unrealistic - with an advertising budget of 10,000, I have to pay 5,000 rubles)) Or is 30 rubles a fixed commission? What is the commission through other payment systems?
