What is the best way to organize the SMS to Call scheme (autoinformer calls)?

There are misunderstandings in the implementation scheme of one project.
In general, the task is to "switch" traffic and I don't know which way to dig yet.
1. There is a base of subscribers with unique IDs and phone numbers.
2. When sending an SMS message with the text of the subscriber's ID to a specific number (short or federal, no matter which one), an autoinformer should call the subscriber's number with this ID.
How to implement this scheme? What platforms to consider? So far, I am studying the possibilities of Mango, but, I feel, only they cannot be dispensed with. Write software and integrate it into several services or look further for a universal supplier?
