What is the best way to organize page building, Yii2 framework?

I started studying Yii2, reviewed English videos and some of ours, but still there are a lot of holes in knowing how to work with it. So I would like to ask for advice on how best to organize such a structure:

Here is how best to implement the News Block (3), there can be a news block (displays the first 5) below the gallery block, etc.
This will need to make a news model that can be used to display 5 headings (if it is not a news view page) and to display an annotation and a headline if it is a page for viewing all news.
Do you also need to make a separate view for the news block (3)? like _hot_news.php .
Is it the same for the gallery, etc?
PS template is already ready, completely filled with static content.
