What is the best way to make such a block with a video?

Let's say that the person did not say how the video block will work, then what is the best way to do it?
The first option:
When you click on the "Play" button, the button itself and the blackout on the video are removed, and only then the video starts to go.
Second option:
When you click on the "Play" button, the background (rgba) is darkened and the block with the video is enlarged to almost full screen and then it is played.

Or is it no longer a concern for the front-end developer, but simply to make a block + a button?

In my opinion, spontaneously increasing the video without the user's request is a bad decision. Let the user decide whether to increase or not
