What is the best way to make an almost empty page?

There is a page with only a modal contact form and a couple of links + logo (this is the main page of the site, the rest with content and everything is ok there).
If we set its markup via json/ld, won't we get a "reprimand" from search engines?
Or is it better to come up with some kind of block with text and add it to the layout?

I'm not sure about search engines, but I have another question: Why is this?
The information is static, markup and that's it.

if I'm not mistaken, disable page indexing: for example, forum pages:

User-Agent: *
Disallow: /cgi-bin 
Disallow: /forum

cgi-bin is required
before these "recipes" were relevant
