What is the best way to make a slider for a website?

Hello. I'm laying out a layout, the layout shows a slider, a div block with a width of about 900px and a height of 300px, I don't know how to make a slider and what is the best way to do it? On css + html or on js? What will work faster? I know that there are a bunch of frameworks for this, but they slow down the site, I want to do it myself.

No need to reinvent the wheel!
kenwheeler.github.io/slick + jquery - And forget about questions like this.
jquery you include anyway. If not today, then tomorrow. Everything and everyone works on it.

The problem is not faster, but more in universality (responsive, content, etc.), I recommend Slick
